초 록 [국문]
이 글은 북한의 전략적 도발을 평가하고 우리의 대응 방향을 제시하는 것이 목적이다. 북한은 금년 들어 (6월 5일까지) 무려 18차례 각종 미사일 도발을 하였고 2018년 스스로 제시한 핵·미사일 모라토리엄을 파기했다. 보란 듯이 전략적 도발을 감행한 것이다. 북한의 전략적 도발은 여기서 끝나지 않을 것으로 보인다. 이 글에서는 북한이 전략적 도발을 이어가는 의도와 배경은 무엇인지? 모라토리엄 파기 경과는 어떠한지 살펴보고 분석했다. 1990년대 이후 30년 동안 국제사회가 공을 들인 북한 비핵화 협상의 실패 원인은 북한의 기만전술과 한미의 과신과 패착, 중·러의 뒷배에서 비롯된 것으로 보았다. 기존의 접근으로는 전략적 도발을 막을 수 없다는 결론에 도달한다. 따라서 새로운 전략적 접근 필요성과 그 방법을 제안한다. 북한 핵 문제를 넘어 전방위 접근을 하자는 것이다.
초 록 [영문]
This article analyzes recent Kim Jong Un’s strategic provocations that have launched 18 times of various missile test-fires by June 5, 2022. It also indicated that four-year-old nuclear and missile moratorium agreed with former US president Donald Trump in Singapore. Many experts anticipates that considering backgrounds of North Korea’s present difficulties North Korean strategic provocations are likely to continue. Some argues launches of new ICBM and 7th nuclear test will be followed to demonstrate its potential nuclear and missile capabilities on the occasion of the celebration of the North Korean Workers Party Congress and National Memorial Days. It is a fact that efforts of more than 30-year period through inter-Korea and US-North Korea bilateral talks since 1990s have left some lessons for Washington and Seoul North Korean unwillingness of denuclearization whatsoever, such as the Chinese-led six-party talks. Many has insisted that failures stemmed from half-baked wishfully hopes, overreaching self-confidence between Washington and Seoul, harassment from China and Russia. This article concludes current approach on attracting for North Korean denuclearization would not work and it is right time for Washington and Seoul to create new, innovative and incentive-ridden approach should be adopted for drawing North Korea back to negotiation table of which openness without pre-condition for talks. Multilateral approach to North Korean denuclearization also help North Korea attend for talks by providing security-qurantee and economic aids.
