From December 2023 to January 2024, amid the prolonged Russia-Ukraine and the escalating Israel-Hamas war, North Korea became more blatant in its policy of unification by force against South Korea. North Korea, which recently defined inter-Korean relations as a "hostile relationship in war," is escalating its military threat by abandoning the "three principles of national unification" of its predecessors and advocating for the "completion of all territories of South Korea." Understanding North Korea's strategic change in this transitional security context has significant implications. After the international order of the New Cold War solidified, North Korea strengthened its strategic status by completing its nuclear force and consolidating its status as a nuclear power, especially as the solidarity of 'like-minded countries' based on shared values and camps. Since Kim Jong-un took power, North Korea's perception of the strategic environment has become more offensive, as it has strengthened its strategic position on the Korean Peninsula and in Northeast Asia through enhanced defense capabilities and strategic alliance with China and Russia. Therefore, this study examines the changes in North Korea's strategic path after Kim Jong-un took office, and trends, and implications of its the offensive strategy toward South Korea, based on the theoretical framework of strategic culture. |
