‘9.19 남북군사합의’는 한반도 군비통제의 가능성을 보여준 담대한 출발이었다. 2018년 10월부터 진행된 ‘상호 적대행위 중지’를 비롯한 ‘JSA 비무장화 조치’, ‘DMZ 내 GP 시범적 철수’ 등 초기 이행들은 한반도 평화정착을 위한 획기적 조치로 평가되었다. 그러나 2019년 2월 하노이 핵협상이 실패로 끝난 이후부터 북한은 소극적 태도로 돌변하였으며, 이후 ‘9.19 남북군사합의’ 이행은 더 이상 진전을 보이지 않고 있다. ‘9.19 남북군사합의’ 이행의 재개를 위해서는 ‘남북 간 군비통제’와 ‘북미 간 비핵화 회담’ 사이에 선순환 관계가 유지될 수 있어야 한다. 또한 정지되어 있는 남북 간 군비통제의 재가동을 위해 가장 시급한 과제는 남북군사공동위원회 구성이다. 아울러 ‘9.19 군사합의’ 성과를 확대해 나가기 위해서는 교류와 접촉을 통한 ‘군사적 신뢰구축 방안’과 접경지역의 군사위협을 실질적으로 해소할 수 있는 ‘운용적 군비통제 방안’을 새롭게 모색해 나가야 한다.

Abstract An Evaluation of the Implementation of the 9.19 South-North Korea’s Military Agreement and Arms Control Strategy on the Korean Peninsula Kim, Jae-chul (Northeast Asia Institute of Dongshin University) The ‘9.19 South-North Korea’s Military Agreement’ was a bold step that tested the possibility of arms control on the Korean Peninsula. The initial performances that took place in October 2018 were “the cessation of military hostility,” “the disarmament of the JSA,” and “the demonstrational withdrawal of Guard Posts within the DMZ,” and they have been evaluated as innovative actions for peace settlement on the Korean Peninsula. However, North Korea has become reluctant to move forward since the U.S.-North Korea nuclear negotiation in Hanoi in February 2019 ended in failure, and the two Koreas have not made significant progress in implementing their 9.19 Military Agreement. In order to resume the implementation of the 9.19 Military Agreement, there should a good circulation relationship beetween the ‘South-North Korea’s arms control’ and ‘the U.S.-North Korea denuclearization talk’. Also, the two Koreas’ most urgent task is to organize the inter-Korea military council to restart their arms control. To expand the accomplishments of the ‘9.19 Military Agreement,’ it is necessary to explore ‘military confidence building measures’ through ‘exchange and contact’ and ‘optional arms control’ to lift military threats along the South-North Korean border areas.
