이 연구는 정보전의 일부인 사이버전, 분란전, 정보작전을 중심으로 한국의 선택 가능성에 대한 이슈들을 검토한다. 정보전이 수행된 각각의 사례들을 분석하고 한국이 선택할 수 있는 옵션들을 수립하기 위한 실행 가능한 대안의 예시와 과제들을 논한다. 지금까지 한반도에서 발휘된 와해공작과 사이버전, 심리전의 위협에 대응하기 위한 연구 결과는 사이버전 전략 발전과 역량 통합, 분란전 대응전략과 시행과제, 정보작전의 옵션별 적용개념과 수행방법 발전 등으로 제안한다. 이러한 논지들은 우세한 정보력을 발휘할 수 있는 한국의 역량들이 무력충돌의 고강도로 확대되는 대신 저강도 옵션으로 국가이익을 달성하는 것을 보장할 수 있다고 강조하며, 정보전 전략 수립, 정보전 범주 정립, 공세적 수행방식 발전, 실행환경 조성 등의 정책 제안으로 귀결한다.
초 록 [영문]
This study examines the ROK’s strategic issues for available Information Warfare (IW) Options, focusing on Cyber Warfare (CyW), Counter-Insurgency (COIN), and Information Operations (IO) which consist of IW. It analyzes previous IW cases, and discusses possible directions for models and related tasks for establishing the ROK’s IW options. The results of this study, undertaken to confront the threats imposed by North Korea’s disruptive actions, CyW, and Psychological Warfare, suggest the development needs for CyW Strategy and capabilities integration; COIN strategy and implementation tasks; and concepts and applications of each IO option and the most effective ways to conduct. These suggestions emphasize that the when the ROK possesses superior information capabilities, it can counter threats to national interests with IW option applicable in low-intensity conflict situation before the situation escalates into a high intensity armed conflict. They also emphasize that it is necessary to propose some policies that allow the ROK military to produce IW strategy; create IW categories; conduct offensive IW; and shape the practice environment.
