본 논문은 한국의 군사 및 비군사 분야 위기관리체계인 비상대비와 통합방위 분야에서 「모든 공동체 참여(Whole Community Approach)」방법을 적용한 지방정부의 비상대비 능력을 강화하기 위한 연구로서 논문의 목적은 「모든 공동체 참여」개념을 적용하여 비상대비 분야와 통합방위 분야에 있어서 실행 방안을 제시하는 것이다. 한국의 비상대비체제는 1968년 출범 이후 50여 년이 지났지만 비상대비 분야에서 중요한 역할을 담당하는 민간부문의 참여가 제도적ㆍ구조적으로 제한되고 있다. 최근의 위기 양상은 민간부문의 참여 없이는 대응할 수 없다는 것을 보여주고 있는데 특히, 9ㆍ11테러와 허리케인 카트리나 사태에서 공공안전을 제공하는 정부의 능력은 제한적이며 정부만으로는 문제를 해결할 수 없음이 나타났다. 이에 민간부문의 능동적 참여로 이루어지는 「모든 공동체 참여」가 문제 해결의 핵심적인 대안임을 밝히고자 한다. 따라서, 본 논문은 비상대비에 있어서 「모든 공동체 참여」가 문제 해결에 중요한 역할을 하고 있음을 알 수 있다.
초 록 [영문]
This paper is a study to strengthen the ability of local governments to prepare for emergencies in the field of emergency and integrated defense, Korea’s military and non-military crisis management system. Although it has been more than 50 years since Korea’s emergency preparedness system was launched in 1968, the participation of the private sector, which plays an important role in the emergency preparedness field, is limited systematically and structurally. The recent crisis has shown that the government’s ability to provide public safety in the wake of the September 11 terrorist attacks and Hurricane Katrina is limited, and the government alone cannot solve the problem. Therefore, this article suggests that the concept of "whole community approache" made with active participation of the private sector is a key alternative to solving the problem. In conclusion, it can be seen that “whole community approache” play an important role in solving problems in emergency preparedness.
