전략이 무기체계를 결정할까 아니면 그 반대일까? 전통적으로 군사전략을 수립하면 그 목표달성에 필요한 무기와 작전이 개발되는 순서를 따랐다. 하지만 최근 첨단기술력이 빠른 속도로 고도화되면서 전략과 무기의 역전 현상이 발생하고 있다. 즉 첨단무기가 전략변화를 추동하는 독립변수가 되고 있는 것이다. 구체적으로 첨단기술을 접목시킨 무기의 등장으로 전장의 역학이 변화되면서 전략의 방향을 변화시키고 있다. 부상하는 군사기술은 첨단재래식무기, 첨단무형무기, 비대칭핵무기를 등장시키고 있다. 이에 따라 전장의 역학이 1) 회색지대 전장화 2) 융합 핵무기 전장화 3) 생태계 모방 전장화 4) 물리-비물리 융합 전장화 5) 복합전장화 등 5가지 양상으로 변모하고 있다. 전장 역학의 변화는 근본적으로 전략변화와 직결된다. 첨단기술의 독립변수화에 주목하여 조직적 융합, 북핵·미사일 대응 방식 전환, 한국형 회색지대전략 디자인에 정책적 우선순위를 두어야할 것이다.
초 록 [영문]
Does military strategy determine weapons or the other way round? In general, a well-established military strategy has facilitated to determine which weapons and operations are needed for achieving its objective. As state-of-the-art technology comes to the fore, however, this causation tends to be reversed. Technology can be served as an independent variable to change military strategy. Cutting-edge weapons can lead for dominant tool of winning battlefield combats by leading to military oversee battlefield dominance. Emerging innovative weapons are classified into three categories: conventional weapons, asymmetric weapons and nuclear weapons. These weapons have changed strategy-driven battlefield into five technology-ridden battlefields: gray zone battlefield between war and peace, fusion tactical nuclear-based battlefield, ecosystem-oriented battlefield, interconnected battlefield between kinetic and non-kinetic weapons, and hybrid and complex battlefield. Furthermore, the changing battlefield environment is directly linked into the changing military strategy. The recognition of technology as an independent variable sheds some light on eligible policies such as integrating military organizations, changing how to deter North Korea’s nuclear threats, and reorienting towards Korean-style gray zone military environment of the Korean Peninsula.
