    우리나라 국방정책의 핵심이슈 도출

    초 록 [국문]

    본 연구는 󰡔2018 국방백서󰡕를 대상으로 빅데이터 기반 최신 분석기법인 텍스트 네트워크 분석(Text Network Analysis)을 적용하여 우리나라 국방정책의 핵심주제어를 도출하고자 하였다.
    분석결과, 빈도분석의 경우 군/국방부/국민/장병/한미/국방/훈련/국가/한반도/계획 등이 상위 키워드로 나타났으며, 연결정도 중심성 분석의 경우 군/국방부/국민/군사/한반도/한미/위협/국방/장병/보장 등이 상위 키워드로 나타났다. 효율적인 논의의 전개를 위해 도출된 37개 키워드들을 CONCOR분석을 이용하여 국방정책과제(17개), 외교안보정책(6개), 군사정책(9개), 정책협력(5개) 등 4개 그룹으로 유형화시켰다.
    분석결과를 바탕으로 국방정책분야에 빅데이터 기술을 접목시킨 텍스트 연구의 활성화가 필요한 점, 국가안보･국방정책･군사전략 분야에서 정부발간 공식보고서를 대상으로 한 연구가 활발히 전개될 필요가 있는 점, 한미관계를 전략적이고 실리적인 관점에서 접근할 필요가 있는 점, 북한이 우리에게 갖고 있는 이중적 지위(성격)를 감안하여 정책노선을 설정할 필요가 있는 점 등을 정책적 시사점으로 제시하였다.

    This study was designed to identify the key issues of Korea’s defense policy by applying Text Network Analysis, the latest analysis company based on big data, to The 2018 Defense White Paper.
    According to the analysis, military / ministry of national defense / the public / military personnel / korea and the US / defense / training / nation / Korean Peninsula / plan were the top keywords in the case of frequency analysis. In the case of the degree centrality analysis, the top keywords were military / ministry of national defense / the public / the military / Korean Peninsula / threat / defense / military personnel and security. For efficient discussion, CONCOR was used and this analysis categorizes the 37 keywords into four groups: Defense Policy Issues (17), Foreign Affairs and National Security Policy (6), Military Policy (9), and Policy Cooperation (5). 
    Based on the analysis results, this study suggests that it is necessary to incorporate text mining which uses big data technology into the area of defense policy, and that it is also necessary to actively develop research on the official reports and publications by government on national security, defense policy, military strategy. In addition, this study also suggests that we need to orient our appoach towards ROK-US from a strategic and a practical perspective, and that we need to set our policy line, considering North Korea’s dual position with us
