이 논문의 목적은 코로나 19가 전 지구적으로 인간의 생명을 위협하면서 관심이 집중된 인간안보가 국가안보와 상호보완적 관계 속에서 국방 차원 인간안보의 실천적 유용성을 고찰하는 데 있다. 연구 방법으로 연구의 특성상 정부의 공식문서, 학술 및 학위논문 등을 통한 문헌연구와 인간안보 관련 인터넷 자료를 중심으로 연구하였다. 탈냉전 이후 세계화와 4차 산업혁명으로 초국경·초연결의 시대를 맞이하고 있으나 국경을 초월한 다양한 위협은 인간의 생명과 존엄성을 여전히 침해되고 있다. 장기간 코로나 19가 전 세계를 강타하는 동안 국가는 보건안전 차원의 대응을 넘어 국가안보 차원으로 격상하며 국민의 생명, 기본권 보장을 위해 총력을 기울였다. 외부의 침입에 대비했던 군은 감염병, 기후변화, 재난 등 비전통적 위협에 보충적·제한적 역할을 수행하였다. 코로나 19 사태 간 군사력은 전투준비태세를 유지한 가운데 인간안보 현장에 장비, 인력, 시설 등을 적극적으로 지원하였다. 연구 결과로 국방 차원의 인간안보의 실천적 유용성 증진 방안은 군사력을 인간안보 위협에 투입할 수 있는 법적 보장과 재원 마련, 다양한 거버넌스 구축, 인간안보 차원의 해외파병 등 국방의 역할 확장, 인간안보위원회 조직, 인간안보신속대응군 창설, 인간안보 대응을 위한 국방지원역량을 강화하는 것으로 고찰하였다.
초 록 [영문]
The purpose of this paper is to examine human security, which has been a focal point since COVID-19 threatens human life around the world, and its practical usefulness in national defense by reviewing it in the context of the mutually complementary relationship between national security and human security. This study, due to the nature of the research this study, was conducted based on literature review which integrated through government official documents, scholarly publications, and data on human security available on the internet. After the end of the post-Cold War, globalization and the 4th industrial revolution are leading to an era of transboundary and hyperconnection. But various threats that transcend borders are still infringing human life and dignity. During the long-term COVID-19 pandemic, countries have made great efforts to ensure the life and fundamental rights of their people that include raising the levels of response from the public health and safety to the the national security level. The military, which should prepare for an invasion from outside, has played a supplementary and limited role to non-traditional threats, such as infectious disease, climate change, and disasters. Especially, during the COVID-19 crisis, the military has played an active role in supporting human security providing its equipment, manpower, and facilities, while maintaining combat readiness. The result of this study on the practical usefulness of human security in national defense argues that the following issues should be considered: furnishing legal support and financial resources to military forces to respond to human security threats, establishing various governance systems, enabling overseas dispatch of military forces for human security, organizing human security committee, Testablishing a rapid response force for human security, and strengthening national defense support capabilities for human security responses.
