◀ 국문 초록 ▶ 본 연구는 북한의 모델로 지목되는 파키스탄을 사례로, 군사전략의 변화요인으로서 ‘군사적 실패’를 다룬다. 군사적 실패란 군사전략의 군사적 목표를 달성하기 위해서 위협을 분석하고 이에 대응하기 위한 군사적 방법과 수단을 적용한 결과 원하는 목표를 달성할 수 없는 상태를 의미하는 것으로 일반적으로 전쟁의 패배를 의미한다. 따라서 군사적 실패는 군사전략의 변화를 가져온다고 할 수 있다. 이러한 군사전략의 변화를 이해하기 위해 먼저 군사전략 결정요인에 대한 기존 논의를 비판적으로 고찰하고 ‘군사적 실패’와 ‘전략적 적응’을 군사전략기획의 분석틀로 제시한다. 다음으로는 1971년 제 3차 인도-파키스탄 전쟁과 1999년 카르길 전쟁에서의 군사적 실패를 구체적 사례를 중심으로 살펴보고, 군사적 실패를 극복하기 위해 파키스탄은 군사전략을 변화하며 전략적으로 적응해왔음을 분석한다. 주제어: 군사적 실패, 전략적 적응, 군사전략의 변화, 제 3차 인도-파키스탄 전쟁, 카르길 전쟁

Abstract Military Failure and Strategic Adaptation : A Case Study of India-Pakistan Wars and Changes in Pakistani Military Strategy Lee, Jin-Ki (Korea National Defense University) Sohn, Han-Byeol (Korea National Defense University) This study aims to examine issues pertaining to the ‘Military Failure’ as the element of changing military strategy. This case study, in particular, focuses on Pakistani military strategy that would be a model applicable to the North Korean nuclear strategy. The phrase “military failure” refers to a state in which the desired goal cannot be achieved as a result of an unsuccessful application of military ways and means to analyze and respond to threats in order to achieve its strategic goal. More generally speaking, military failure means defeat in war. Therefore, military failure is the greatest stimulus of change in military strategy. In order to understand changes in military strategy, this study tries to critically review literature to identify the determinants of military strategy, and then suggests that ‘military failure’ and ‘strategic adaptation’ are key elements to establish the framework for planning military strategy. Lastly, this study presents specific examples of military failure found in the Third India-Pakistan War of 1971 and the Kargil War of 1999, and then analyzes the extent to which Pakistani military strategy had changed through strategic adaptation.
