Abstract 

The Study on the Function Continuity of National Critical Infrastructure in Wartime

This paper intends to explore ways of maintaining the continuity of the wartime functions of the national critical infrastructure in the light the national security concerns such as North Korea’s nuclear capabilities, WMD, and conventional forces threats as well as various types of disasters. The fire at KT telecommunication company’s Ahyeon branch in 2018 caused fear in a hyper-connected society as the temporary suspension of service interrupted the everyday life of Seoul citizens. This might have been compared to wartime conditions. Therefore, the government should devise measures to maintain its wartime functions, especially supporting military operations as well as maintaining critical infrastructure and its continuity necessary for stabilizing people’s lives. First of all, the government should unify the functions distributed in different government agencies which include the Ministry of Public Administration & Security, the Ministry of National Defense, and the National Intelligence Service by establishing tentatively named “National Critical Infrastructure Protection Act.” Second, the National Critical Infrastructure management Agency should be established to strengthen the control tower functions within the government and maintain functional consistency in facility protection plan, resource management, and task evaluation which varies from facility to facility. Third, a transformation of the paradigm for wartime stockpiling is necessary. Of them are revision of wartime stockpiling law, government budget support, and replacement of old materials and equipments. Fourth, it is necessary to implement measures to maintain the functional continuity of the national critical infrastructure system in conjunction with the national mobilization, national economic stability and national protection during both wartime and peacetime. Finally, national critical infrastructure protection task regulations should seek self-regulatory measures by and large.
