본 논문은 ‘적아(敵我) 간 역량관계(COF)’와 ‘방위전략’의 관계를 중심으로 북한의 최근 단거리 타격체계 위주의 ‘국방력 강화’ 노선의 의도와 배경을 분석하는 데 목적을 둔다. 본 연구의 핵심 개념인 ‘적아 간 역량관계’는 경쟁체제에서 ‘피아간 우열의 추세와 흐름’을 의미하는 것으로, 북한은 소련의 ‘COF(Correlation of Forces)’를 벤치마킹하여 국제적 대결구도와 세력관계를 파악하는 분석도구로 이용해왔다. 본 연구는 북한이 역량관계 분석을 기초로 방위전략을 수립한다는 점에 착안하여 ‘북한 관점’에서 한반도 군사력 균형의 ‘우열추세’를 평가하고, 그것을 토대로 ‘새로운 방위전략’과 ‘국방력 강화노선’을 분석하려는 학술적 시도이다. 북한은 역량관계 분석 결과 한반도와 역내에 조성된 세력 관계는 ‘장기적 경쟁체제’의 속성으로 진화되고 있으며, 불리한 역량 관계로 귀결되리라 우려한다. 북한 방위전략의 요체는 기존의 대미 직접접근에서 벗어나 한국을 직접 겨냥하는 ‘대남 공격력 강화 집중노선’에 있으며, 그 모든 노력은 전술핵무기의 개발과 실전배치로 수렴된다. |

The purpose of this study is to analyze North Korea’s recent ‘defense strategy’ after the 2019 North Korea-United States Hanoi Summit. For this purpose, this analysis is performed based on a conceptual framework of “correlation of forces (COF)” and “defense strategy.” The core concept of "COF" has not been introduced previously in any field of North Korean studies and literature. However, it is now a very useful concept for analysis of North Korea’s defense strategy and its intention to implement the current defense policy. Here the concept COF means the ‘trend and flow’ of competitive superiority or inferiority between enemy and friends in the long-term competition. North Korea has bechmarked the Soviet perception of "Correlation fo Forces" and applied it as an analytical tool to understand international conflicts and power relations. This study is an attempt to evaluate the ‘trend’ of the military balance in the Korean Peninsula from a North Korean perspective. The conclusion of this paper is as follows; North Korea realizes that correlation of forces between South and North Korea is unfavorable to north Korea. Accordingly, North Korea focuses on developing and deploying tactical nuclear weapons to prevent the unfavorable trends in correlation of forces and possibly to reverse them. North Korea’s new defense strategy and policy can be called an “all-out concentration on strengthening of its capability to attack South Korea.” |
