초 록 [국문]
제2차 세계대전 말기에 나타난 핵무기는 인류 멸망의 공포를 현실로 만들며 ‘억제전략(Deterrence Strategy)’을 등장시켰다. 이어진 구소련의 해체(1991)는 신냉전 시대(Cool-War Period)와 더불어 이동·물류 혁신의 발전을 가져왔다. 그러나 대규모 자연·사회재난, 테러 등을 비롯한 감염병과 함께 나타난 VUCA ‘뷰카(VUCA)’는 ‘변동성(volatility)’, ‘불확실성(uncertainty)’, ‘복잡성(complexity)’, ‘모호성(ambiguity)’의 약자로 ‘세상이 빠르게 변화하기에 신속한 판단과 결정이 필요한데, 유용한 정보의 수명은 오히려 짧아지는 시대’를 뜻하고 있다. 현상은 대응의 한계를 표출시켰다. 이에 따라 기존의 전통적 안보개념으로는 대응하기가 어렵게 되며 ‘비전통적 안보개념’이 등장하였다. 비전통적 안보위협은 평소엔 잘 드러나지 않지만, 갑자기 심대한 위협으로 나타나는 ‘잠재성(Potentiality)’과 ‘예측 불가성(Unpredictability)’, ‘초국가적 연계성(Transnational connectivity)’이 대상과 영역의 예측하기가 제한되어 안보·정책적 차원에서 핵심 요인(要因)이지만, 기본 개념과 영역의 설정 등이 정립 되지 않고 있다. 이로 인해 적절한 방향성과 대응체계 및 조직 구조, 편성 및 운영 기능의 토대를 마련하기가 쉽지 않다. 본 연구는 각종 안보위협에 동시 대응할 수 있는 기반이 마련되어야 안보위협에 대처하는 수준과 효율성을 증대시킬 수 있다는 인식에서 출발하였다. 이에 따라 날로 확장되는 비전통적 안보위협에 필요한 구체적인 영역을 주제로 담았다. 다만, 비전통적 영역이 너무 광범위하기에 국가의 핵심이익에 영향을 미치는 ‘테러’를 중심으로 대응하는 방법(What)과 수단(How)을 예시하였다. 이를 위해 ‘비전통적 안보위협’은 독립변수로, ‘효율성’은 종속변수로, ‘개념적 정의’, ‘관련 법령과 조직 구조’, ‘편성 및 운영 기능’은 매개변수로 설정하였다.
초 록 [영문]
The appearance of nuclear weapons at the end of World War II made the fear of human extinction a reality and led to the introduction of the “Deterrence Strategy.” The subsequent dissolution of the Soviet Union (1991) gave birth to the new Cold War period, along with the development of mobility and logistics innovation. However, more recently the VUCA (Volatile, Uncertain, Complex, Ambiguous) phenomenon, which has often been observed when large-scale natural and social disasters, terrorism, and infectious disease occur, goes beyond the traditional view of crisis response. Therefore, “non-traditional concept of security” has evolved to address vulnerability in the traditional concept of security. Non-traditional security threats are normally hidden from sight and yet suddenly appear to be serious. In this circumstance, ‘potentiality,’ ‘unpredictability,’ and ‘transnational connectivity’ are key factors in security and policy-making. But because of difficulties in predicting threat targets and areas, the basic concept and scope of non-traditional security threats have not been established yet. For this reason, it has is not been easy to lay a foundation for appropriate direction for response system and organizational structure as well as organization, and operational functions. This study is based on the premise that with such a foundation that allows us to improve our level of response and effectiveness, we can respond to a variety of security challenges simultaneously. Therefore, this study focuses in general on realistic measure for non-traditional security threats that are expanding steadily. And since the scope of non-traditional threats is too broad, this study focuses in particular on methods and means of responding concentrating on ‘terrorism’ which has a direct impact on the core interest of the nation. This was done in a way that the ‘non-traditional security threat' was set as a independent variable, ‘effectiveness’ as a dependent variable, ‘conceptual definition, ‘related laws/regulation and organizational structure’, and ‘organization and functions’ were set as parameters.
