    비대칭 군사동맹으로 형성된 한미연합방위체계는 1954년 미군 의존적 통합형 구조로 형성된 이후 한국의 정치적 자주성과 방위역량이 향상되면서 협력적 통합형, 협력적 절충형 구조로 진화, 발전하여 현재에 이르고 있다. 다만, 현재 구조가 자주 가치와 한국방위라는 군사적 목표를 구현하는 최적의 구조인가? 라는 점에서는 논란의 여지가 많다. 따라서 이 논문의 목적은 체계이론이라는 새로운 관점에서 한미연합방위체계 구조변화에 대해 군사적 목표, 행위요소, 구조 간 상관관계를 중심으로 분석하여 정책적 의미를 도출하는 것이다. 연구결과, 한미연합방위체계 구조변화는 한국의 국가가치인 자주 가치 향상이라는 지향성을 가지고 추진되었다. 이에 따라 한미연합방위체계의 구조는 의존적 통합형에서 협력적 절충형으로 한국군 군사력 운용의 자율성은 제고되었으나, 핵무기를 포함한 WMD 등 비대칭 위협 대응능력의 제한으로 군사적 목표, 행위요소, 구조 간 불균형과 복잡성이 나타나게 되었다. 따라서 한국의 자주 가치구현을 위한 한미연합방위체계 구조변화 시 구성요소인 군사적 목표와 행위요소, 구조 간 균형성과 상호연결성에 세밀한 관심이 요구되었다.

    Abstract

    A Study on the Structural Change of the ROK-US Combined Defense System by Applying System Theory

    The purpose of this study is to analyze structural changes from a new perspective of system theory in order to derive policy meaning by focusing on correlation between component elements and structure. 
    Through research, the changes in the structure of the ROK-US combined defense system have been driven by the direction and pattern of ROK pursuing autonomy, while the US maintaining strategic flexibility and influence. In addition, as Republic of Korea’s national power and defense capabilities were enhanced while its autonomy was highlighted, the authority of the Republic of Korea was expanded despite its relatively inferior capabilities. Which caused complexity and friction points by overlooking correlation and balance of the structure between military goals and action elements in the combined defense system that values military efficiency and integration. 
    Therefore, when the structure of the ROK-US combined defense system should change for the sake of realizing the Republic of Korea’s autonomy, detailed attention is required on the correlation and balance between component elements such as military goals and action elements.
