◀ 국문 초록 ▶ 본 연구는 ‘미국이 우주전략을 어떻게 발전시켜 왔는가’를 연구질문으로 하여, ‘우주의 군사적 이용’에 대한 이슈와 쟁점은 무엇이 있었는지를 역사적으로 살펴보는 데 목적을 둔다. 미국은 우주의 군사적 이용에 대한 개념을 확대해오면서, 강대국의 우주전략을 발전시켜왔다. 미국의 우주전략은 상대적인 위협의 존재에 따라 미소 우주경쟁부터 단극의 지배, 다극간 경쟁을 거쳐 변용되어 왔다. 또한 우주의 군사화, 상업화, 민주화, 무기화를 중심으로 우주 개발의 경향성을 보이고 있다. 이 과정에서 정치적, 전략적, 작전적 차원의 다양한 쟁점이 존재하였으며, 우주전략 발전의 장애물을 차례로 해결하며 우주의 역사를 새롭게 작성하고 있다. 이러한 미국의 우주전략 발전의 역사에 대한 이해는 한국의 우주전략이 새로운 도약기를 맞이하고 있는 현재 시점에서 방향성을 제시할 수 있을 것이다. 주제어: 우주의 군사적 이용, 국가우주전략, 우주력, 항공우주력, 우주통제, 우주우세

Abstract A Historical Approach to the U.S. Space Strategy : Issues and Implications of the Military Use of Space Lee, Jin-ki (Korea National Defense University) Sohn, Han-byeol (Korea National Defense University) Cho, Yong-geun (Korea National Defense University) This research aims to examine issues related to the military use of space in historical perspective, while focusing more specifically on the attempts of United States to develop a space strategy. The U.S. has improved its space strategy for achieving great power status and expanded the concept of the military use of space. In its space race with the Soviet Union, the U.S. space strategy had changed from the unipolar dominance towards the multipolar competition by the existence of relative threats. The U.S. currently shows tendency to expand the use of space, namely militarization, commercialization, democratization, and weaponization of space. In the process of the development of its own space strategy the U.S. have confronted different political, strategic, and operational issues and challenges and eventually overcome those obstacles. We will begin a new era of space utilization. A historical understanding of the U.S. space strategy will provide numerous opportunities for the Republic of Korea, who has reached the point of takeoff where it can develop its own space strategy, to explore a direction for the future space strategy.
