이 연구는 국가 위기관리에 대한 문서 체계를 검토하고 역량 확보를 모색하기 위하여 작성되었다. 문서 체계에서는 전략, 정책, 계획의 서계(書系) 상 위기관리전략, 위기관리계획, 위기조치계획의 상관성을 고려한 전략의 필요성을 검토한다. 포괄적이고 위험스럽게 진화한 한반도 위기에서 국가 통수기구의 역할이 커짐을 감안할 때, 위기관리지침만으로 위기가 관리되기 어려움을 주장한다. 위기 이전 예방, 준비 단계 위험관리와 분쟁관리의 중요성을 강조한다. 단기 정책의 한계를 돌아보고, 통수기구가 전략의 요소를 식별하며, 주무부서들이 전략을 구현하기 위한 위기관리계획과 위기조치계획의 보완소요를 도출하는 접근법을 제시한다. 역량을 확보하기 위하여 현재의 작전적 억제에 추가하여 전략적 억제 노력의 필요성을 제시하고, 이를 위해 전략적 억제에 대한 개념 정립, 수단 개발, 다양한 방법 발전 등의 접근법을 논한다. |

The goal of this research is to contribute to improving South Korea's Integrated Defense System for military crisis management, especially its Regional Integrated Defense System, by introducing the U.S. National Incident Management System (NIMS) to Korea. South Korea’s Integrated Defense System was initiated by Presidential Directive 18, Measures to Thwart North Korean Spies, which was promulgated on December 15, 1967. It has remained unchanged until 1997, when the Integrated Defense Act was passed as a result of the 1996 Gangneung North Korean submarine infiltration incident. However, despite the major incidents like the North Korean espionage operation, the Integrated Defense System has never been fully activated. It has also failed to play a serious role as a crisis management system primarily due to the chronic crisis which lead to a Korean society's lack of awareness of, or attention to, the national security issues. Therefore, this paper makes suggestions for how to improve South Korea's Regional Integrated Defense System, comparing it with some aspects of legal and institutional decision-making system in the U.S. NIMS. |
