본 논문은 한국의 군사위기관리체계인 통합방위체제의 민간부문(private sector) 참여방안에 관한 연구로서 논문의 목적은 통합방위사태 등 위기 시 위기관리 대응단계에서 민간부문의 참여 방안을 제시하는 것이다. 연구방법은 문헌 검토와 사례연구로 수행되었으며 사례는 미국에서 발생한 2001년 9･11테러와 2013년 보스턴 마라톤 테러로서 포괄적 안보분야 위기의 특성을 갖고 있으며 또한 좋은 사례로서 교훈을 주고 있다. 한국의 통합방위체제는 1967년 출범 이후 50여년이 지났지만 위기관리에서 중요한 역할을 담당하는 민간부문의 참여가 제도적으로 제한되고 있다. 최근의 위기 양상은 민간부문의 참여와 역할이 없이는 대응할 수 없다는 것을 사례들은 보여주고 있는데 특히, 2001년 9･11테러와 2013년 보스턴 마라톤 테러 사건은 공공안전을 제공하는 정부의 능력은 제한적이라는 것과 정부만이 문제를 해결할 수 없음이 나타났다. 이에 민간부문의 능동적 참여가 위기 대응에 중요한 요소가 되고 있어 통합방위체제에도 제도적으로 보완하기 위한 대안을 제시하고자 한다. 따라서 본 논문은 위기 시 만간부문의 참여는 위기 대응에 중요한 역할을 수행하고 있음을 인식하게 해 줄 것이다.
초 록 [영문]
This paper aims at studying the private sector participation in the integrated defense system which was established for military crisis management system in Korea. This paper thus suggests that we should claim the private sector participation in the response phase of crisis management in the event of an integrated defense situation. Korea’s integrated defense system has been around for 50 years since its establishment in 1967. The limitation of the crisis management system in the military sector is that there are systematic restrictions upon the private sector's participation. It is well known that recent crises cannot be addressed without private sector involvement, and that this lesson has been observed in many cases. In particular, September 11, 2001 terrorist attacks and the Boston Marathon terrorist incident indicate that the government’s ability to maintain public safety is limited, and that only the government cannot solve the problem. Therefore, it is necessary that the government should be sought for the active involvement of the private sector to respond to crisis. Such a case would be a good alternative to the private sector involvement in Korea’s integrated defense system. Therefore, this paper helps us to recognize the important role of the private sector participation in the event of a crisis.
