본 연구의 목적은 군구조의 분류기준을 새롭게 정립하는 것이다. 학계에서 보편적으로 적용해오던 군구조 분류기준인 군종 또는 지휘체계 중심의 분류는 한미동맹과 밀접히 연계된 한국의 군구조뿐 아니라 다양한 형태를 취하고 있는 외국의 군구조 역시 제대로 설명하지 못하는 한계를 갖고 있다. 본 연구는 군구조의 대안적 분류기준으로, 첫째, 군정과 군령의 통합과 분리, 둘째, 군령보좌와 군령집행의 통합과 분리, 셋째, 각 군 참모총장의 군령 계선 포함 여부 등 3가지로 설정하고, 이에 따라 가능한 군구조 유형 8가지를 제시한다. 그리고 이러한 분류기준을 적용하여 한국의 군구조 변화를 설명하고, 나아가 주요 외국의 현재의 군구조를 설명함으로써 대안적 분류기준의 타당성을 주장한다. 또한 본 연구는 주요 외국의 군구조를 확인함으로써 군구조의 발전적 추세를 식별하고, 이것이 한국의 군구조에 주는 정책적 함의를 제시한다.
초 록 [영문]
The purpose of this study is to establish new classification criteria for military structure. The existing criteria, universally applied to academia, were classified on the basis of military services or command systems, and they are not completely applicable to the structure of ROK armed forces which cannot be understood without considering the ROK-US alliance or other types foreign military structures. This study introduces three alternative criteria for classification. First, integration or separation of military and military command. Second, integration or separation of military command assistance, and military command execution. And third, modification of each service’s chain of command. Using criteria such as those suggested above, this study presents eight possible types of military structure. In order to evaluate their validity, the suggested classification criteria are applied to explain changes in the ROK military structure and the current structure of major foreign forces. In doing so, this study can identify the developing trends in military structure of major foreign forces and suggests policy implications for the military structure of Korea.
