An Analysis of Factors Strengthening Alliance Solidarity with the U.S. in the Indo-Pacific Region

초 록 [국문]
중국의 부상에 따라 미국은 ‘아시아로의 회귀(Pivot to Asia)’를 통해 재균형 전략을 추구하고 있으나, 미국의 동맹국들은 중국의 부상과 미국의 재균형 전략 사이에서 서로 다른 대응 양상을 보이고 있다. 따라서, 2010년 이후로 가속화되고 있는 중국의 부상과 공세적 대외정책에 따른 인도·태평양 지역 내 미국의 동맹 국가인 일본, 호주, 태국, 필리핀의 대미 동맹 결속 요인이 무엇인지 대외 위협 요인, 정치적 요인, 경제적 요인 측면에서 3가지 가설을 바탕으로 검토했다. 첫째, ‘대외 위협 요인’은 대중국 위협 인식 수준에 따라 각 국가들이 대미 동맹 결속이라는 대외정책 결정에 영향을 미치는 중요한 요인 중 하나임을 알 수 있었다. 둘째, ‘정치적 요인’ 은 국내 정치적 성향에 있어서 반중 성향이 높은 집권세력이 등장할 경우 대미 동맹 결속이 강화된다는 것을 알 수 있었다. 셋째, ‘경제적 요인’에 있어서는 중국과의 높은 경제적 의존에도 불구하고 자신들의 국익이 침해 받거나 위협을 느낄 경우에는 대미 동맹 결속을 강화함으로서 경제적 의존도가 대미 동맹 결속에 중요한 영향을 미치지 못하고 있음을 알 수 있었다. 한국도 앞서 살펴본 미국의 동맹 국가들과 유사한 안보 환경에 놓여 있다는 점에서 다음과 같은 시사점이 있다고 할 수 있다. 첫째, 미중 패권경쟁 속 중국의 부상에 따른 균형과 편승의 딜레마가 심화될 수 있다. 둘째, 안보위협 인식을 기반으로 한 국가 안보 우선시 정책이 중요하며, 셋째, 편향된 정치적 성향을 지양하고, 대중국 경제 의존도 완화 등의 노력이 필요하다.

With the rise of China, the United States is pursuing a rebalancing strategy through a ‘Pivot to Asia’, but America's allies have shown varied responses to the rise of China and the U.S. rebalancing strategy. Therefore, in response to China's accelerating rise and aggressive foreign policy since 2010, this study examines the factors that have solidified the alliance solidarity with the U.S. amongst its allies in the Indo-Pacific region - namely Japan, Australia, Thailand, and the Philippines - considering external threat factors, political factors, and economic factors. Based on three hypotheses, the study find the following. First, ‘external threat factors’ are crucial influencing each country's decision to strengthen their alliance with the U.S. varying according to their perception of the threat posed by China. Second, as for the ‘political factor’, the alliance with the U.S. is strengthened when a ruling power with a strong anti-China stance emerges within a country's domestic plotical landscape. Third, despite economic dependence on China, economic factors did not significantly impact alliance solidarity with the U.S. Even with high economic ties to China, countries strengethened their alliance with the U.S. when their national interests were threatedned or violated. These findings have significant implications for South Korea, which shares a similar security environment with the aforementioned U.S. allies. First, the dilemma of balance and bandwagoning due to China's rise in the U.S.-China hegemony competition may intensify. Second, a policy of prioritizing national security based on awareness of security threats is crucial. Third, efforts are needed to avoid biased political tendencies and to reduce economic dependence on China.
