본 연구의 목적은 미국의 총체전력정책 사례연구를 통해 총체전력으로서 한국군의 예비전력 정예화 방향을 제시하는 것이다. 논문의 결과를 정리하면 첫째, 예비군이 총체전력의 구성요소로서 역할을 할 수 있도록 예비전력 개념을 유형적인 집합체인 ‘부대’ 개념으로 전환한다. 둘째, 총체전력정책 도입의 선행조건이라 할수 있는 국군조직법 등 관련 법령의 개정이 필요하다. 셋째, 미군의 상비군과 예비군의 전력배합(Force-Mix) 사례를 적용하여 한국이 처한 안보환경과 여건에 |

The purpose of this study is to present the development direction for the elite reserve forces of the ROK Armed, using the U.S. total force policy as a case study. The followins present the result of this study. First, the concept of reserve forces should be transformed into a unit-based concept, allowing reserve forces to function as a component of the total force. Second, it is necessary to revise related laws, such as the Act on the Organization of National Armed Forces, to facilitate the introduction of the total force policy.Third, by applying the U.S. Armed Forces' Force-Mix model between the standing army and reserve forces, the force-mix ratio by unit type suitable for the ROK Armed Forces' security environment and conditions should be refined and developed. Fourth, it is necessary to actively promote the expansion of the part-time reserve system. Fifth, a plan to establish a regional logistics hubs should be reviewed to ensure mobilization readiness posture. Sixth, the budget structure and acquisition system for reserve forces, essential for transforming them into an elite forces, should be improved, and an appropriate budget level should be secured. |
