위 논문은 격화되어 가는 냉전에 대응하기 위해 수립된 미국의 세계안보전략인 뉴룩(New Look) 전략과 이에 따른 한반도 전술핵 배치와 원자전(핵전쟁) 발발 가능성에 대비하기 위한 한국군의 전쟁 수행 논의를 고찰하였다. 1953년 1월 출범한 아이젠하워 행정부는 핵무기에 기반한 대량보복(massive retaliation)을 중심으로 하는 뉴룩 전략을 공포하였고, 한반도에서 주한미군 규모가 줄어드는 동시에 한국군 감군이 추진되었다. 그리고 이에 따른 전력의 공백을 보완하기 위해 1958년 1월 한반도에 전술핵이 배치되었다. 한반도 전술핵 배치는 한반도에서 장차 원자전이 발생할 가능성을 높였으며, 이에 따른 위기에 대응하기 위한 방안 한국군 내부에서 심도있게 논의되었다. 그 결과 원자전 발발 시 부대 생존성과 기동성을 보장하기 위해 전방 진지에 대부분 병력을 배치하여 수행하는 거점 방어 중심에서 경보병을 중심으로 한 기동방어 중심으로 전쟁수행 방식의 변 |

This study examined the deployment of tactical nuclear weapons on the Korean Peninsula under U.S. global security strategy, a so-called “New Look” and discussions by the Korean military about the potential atomic war and preparation for it. The Eisenhower administration, took office in January 1953, promulgated the new look strategy centered on nuclear retaliation, while it sought to reduce the size of the U.S. military in Korea the Korean Army by 1958. And in fact in January 1958 tactical nuclear weapons were deployed on the Korean Peninsula to fill for the military vacuum. The deployment of tactical nuclear weapons on the Korean Peninsula had increased the possibility of atomic war on the Korean Peninsula and prompted serious discussions by the Korean military to prepare for the ways to respond to nuclear crisis. As a result, along with a reorganization of infantry divisions into pentomic divisions which had been specially designed to meet the threat of atomic war, an alteration from an area defense to a mobile defense based on the use of the light infantry, was examined to ensure the survival and mobility of the troops in the event of atomic war. Another primary purpose of such reorganization plan of the Korean Army was to prepare themselves for combat operation with tactical nuclear weapons when the U.S. decided to transfer its nuclear weapons to Korea. Although the plan was not realized, it provided a valuable opportunity for the Korean military to emphasize the importance of maneuver and develop its operational doctrine to actively respond to new security threats. |
