초 록 [국문]
6·25전쟁은 제2차 세계대전 이후 민주주의 세력과 공산주의 세력이 부딪힌 첫 번째 충돌이었다. 전쟁 과정에서 미국의 목표는 “전쟁 이전 상태의 회복 – 한반도의 통일 – 전쟁 이전 상태의 회복과 휴전”으로 변화를 겪었다. 그 과정에서 미군은 몇 차례에 걸쳐 핵무기의 사용을 고려했다. 당시 미국은 소련에 비해 압도적으로 많은 수의 핵무기를 보유하고 있었으며, 미국의 대소련 전쟁계획에도 핵무기의 사용이 포함되어있었다. 그러나 당시 미국 대통령이었던 트루먼과 아이젠하워는 핵무기를 소련과의 전면전에서 사용할 수 있는 무기로 인식하고 있었으며, 제한전쟁인 6·25전쟁에서 핵무기를 사용함으로써 세계대전이 야기될 것을 우려했다. 1952년 전술핵무기의 개발은 아이젠하워가 핵무기 사용에 좀 더 적극적인 모습을 보이도록 하였으나, 소련의 개입 가능성에 대비하여 작전을 준비하던 중 휴전회담이 체결되면서 핵무기의 사용은 이루어지지 않았다.

The Korean War was the first clash between democratic and communist forces after the end of World War II. In the course of the war, the U.S. changed its goal from the restoration of the pre-war condition to the unification of Korea to the restoration of the pre-war position and ceasefire. In the process, the U.S. military considered the use of nuclear weapons several times. At that time, the U.S. had an overwhelming number of nuclear weapons compared to the Soviet Union, and also had a war plan that contained the nuclear attack options. But both Truman and Eisenhower saw nuclear weapons as a limited option that could only be used in the confrontation with the Soviet Union, and ruled out the use of nuclear weapons in limited war like the Korean War because of the fear of expansion. Due to the development of tactical nuclear weapons in 1952, Eisenhower became more favorable towards the use of nuclear weapons, but using nuclear weapons in Korea considered with the assumption of the Soviet Union’s intervention never occurred as the armistice was signed.
