본 논문은 ‘군사적 안정성’을 중심으로 남북한 군사적 신뢰구축과 재래식 군비통제 방향을 분석 평가하고 향후 발전방향을 제시하는데 목적을 둔다. 논문에서는 2018년 이후 북한이 비핵화 협상에 돌입한 이후 ‘변화하고 있는’ 안보정세를 고려하여 ‘평화체제’ 구축을 목표로 한국이 추진하고 있는 군비통제 정책을 종합적으로 평가하고 분석한다. 따라서 본고는 향후 한국의 군비통제 접근이 군사적 안정성, 나아가 전략적 안정성을 유지하여 남북 간 평화공존 상황으로부터 평화정착 단계에 이르기까지 전쟁의 위험이 실질적으로 제거되는 방향으로 추진되어야 한다는 점을 주장한다. |

The first aim of this study is to analyze a current confidence building measures under a concept of ‘initial phase’ of operational arms control between South Korea and North Korea. The second aim is to provide a future strategy for a successful arms control in the Korean Peninsula, based upon a ‘military stability.’ In this study, we analyze and assess the evolving or changing nature of South Korea's arms control policy in the denuclearization process between the U.S. and North Korea. The final aim is to argue that as for our approach for future arms control, attention should be more focused on maintaining ‘strategic stability’ than 'military stability' between South and North Korean in order to decrease a possibility of war between the two Koreas in the process of shifting from peace coexistence to peace settlement. It will help establish a lasting peace on the Korean Peninsula. |
