본 연구는 A2/AD 위협의 핵심적 요소를 진단하고 이에 대한 대응책을 모색하기 위한 목적에서 작성되었다. 보다 구체적으로, 본 연구는 일본과 대만의 Counter A2/AD 전략과 전력 운용 개념에 주목하여 분석함으로써 한국의 A2/AD 위협 대응 전략 수립을 위한 유의미한 함의를 도출하고자 하였다. 분석내용을 바탕으로 본 연구는 다음의 정책적 제언을 하였다. 첫째, 지･해･공･사이버･우주･전자전 공간과 능력을 상호 긴밀히 통합하는 ‘다영역작전’ 개념을 발전시켜야 한다. 둘째, 생존성을 구비한 미사일 전력의 장사정화와 다변화가 필요하다. 셋째, 항공모함을 포함한 중국의 대형수상함 공격 수단을 확보해야 한다. 넷째, 통합방공망의 발전이 필요하다. 다섯째, 사이버･우주･전자전 공간으로부터의 취약성을 감소시키고, 기회를 활용할 수 있는 전략이 탐색되어야 한다. 여섯째, 지휘통제 시설과 핵심 전략 자산의 생존성과 복원력을 확보하는 노력이 필요하다. 마지막으로, AI, 드론, 레일건, 지향성 에너지 등 소위 4차 산업혁명 시대가 가능케 하는 무기체계를 한국의 다영역작전에 통합하기 위한 혁신적 구상과 계속된 실험이 필요하다.
초 록 [영문]
This study aims to identify key elements of A2/AD threats and suggest countermeasures against them. Specifically, it focuses on China's A2/AD strategies and capabilities to deepen our understanding and analyses both Japan's and Taiwan's strategies to counter them. While many studies have focused on the U.S. responses to Chinese A2/AD threats, little attention has been paid to the cases of Japan and Taiwan. The Republic of Korea, Japan and Taiwan all are under the threats of China's A2/AD, which are important common challenges in the region. This study pays attention to both Japan's and Taiwan's counter A2/AD strategies and operational concepts to deduce meaningful implications for the ROK's counter A2/AD strategies and capabilities. Based on the analyses of the Counter A2/AD strategies of Japan and Taiwan, this study presents the following recommendations. First, the ROK needs to develop a concept of multi-domain operations which closely integrates ground, sea, air, cybers, space, and electromagnetic domains. Second, the ROK needs to equip itself with longer-range missile capabilities and diversify them. Third, the ROK needs to acquire its own A2/AD capabilities to deny access of large surface ships including China's aircraft carriers and reduce their operational utility in the region. Fourth, the ROK needs to further enhance integrated air defense capabilities. Fifth, this study recommends that the ROK develop strategies to reduce the vulnerabilities, and utilize the opportunities, which the cyber, space, and electromagnetic domains provide. Sixth, the ROK should enhance the survivability and resiliency of the command and control systems and key strategic assets. Lastly, it is necessary for the ROK to continue the experiment with innovative concepts to successfully integrate the smart weapons system, such as AI, drones, railguns, and directed energy weapon that the Fourth Industrial Revolution presents, into the ROK's multi-domain operations.
