도시지역 작전은 공자에게 절대적으로 불리하기 때문에 가능한 한 공자는 도시지역을 고립시키고 우회하는 전략을 채택해 왔다. 북한이 남침 시 한반도 전역의 공산화라는 국가목표를 달성하기 위해 서울을 고립시키고 우회하여 후방 종심지역으로 신속히 기동할 것으로 판단해 왔다. 그러나 수도권 북부지역이 도시화되어 거대도시가 형성됨으로써 도시지역 공격작전을 실시하지 않고는 수도권으로의 진입 자체가 불가능하게 되었다. 북한군이 도시지역 공격을 회피할 수 없는 상황에서 북한군의 도시지역 공격양상을 판단하고, 공격양상에 따른 대비책을 강구하고자 하는 것이 본 논문의 목적이다. 북한군의 도시지역 공격작전은 6단계로 진행되는 것으로 알려져 있지만 2016년 평양 공격·방어 쌍방 실동훈련에서는 여건조성 ➞ 공격준비타격 ➞ 공격·방어 실시의 3단계만 식별되었다. 북한군의 도시지역 공격작전 교리와 2016년 로동신문에 게재된 평양 공격·방어 훈련 등 8년간의 로동신문 전수조사와 분석을 통하여 북한군의 도시지역 공격 양상을 도출하였다. 북한의 도시지역 공격 양상에 기초하여 대비방향으로 전투준비태세 보완, 도시지역 작전에 요구되는 훈련소요 개발 및 실시, 주민 보호 대책 강구, 도시지역 방어작전과 연계한 군사시설 보호구역 심의 등을 제안하였다.

Since urban operations are entirely disadvantageous to the attacking force, the attacker has adopted the strategy to isolate and bypass urban areas as much as possible. It has been estimated that North Korea will isolate and bypass Seoul and move rapidly deep into rear areas to achieve its national goal of the communization of the entire Korean Peninsula when it invades South Korea. However, as the northern part of the metropolitan Seoul area was also highly urbanized and became an integral part of the metropolitan area, it became impossible to enter this area without conducting an urban attack. The purpose of this paper therefore is to analyze North Korea’s attack patterns in urban areas and to devise countermeasures as North Korea’s urban attack is unavoidable. The North Korean military’s attack in urban operations is believed to consist of six phases, but only three phases (i.e. shaping operations, preparation fire, and offensive-defensive operations) were carried out during Pyongyang’s field exercise in 2016. A study on North Korea’s urban operations doctrine and a full investigation of all Rodong Newspaper articles published over the past eight years, including one on the Pyongyang offensive and defensive exercises in 2016, has been made to identify the North Korean military’s attack patterns. Based on North Korea’s attack patterns in urban areas, this study suggests the future direction for defense readiness such as improving readiness posture, developing training programs necessary for urban operations and their implementation, devising measures for the protection of citizens, and discussing military facilities protected areas considering a defensive action in urban operations.
