냉전 초기 미국의 대한반도 전략은 군사전략과 정치전략의 관점에서 보아야 더 명확히 파악할 수 있다. 얄타회담의 경우, 미국은 제2차 대전의 승리를 위한 군사전략과 전후 세계질서 재편이라는 정치전략을 동시에 고려하며 회담에 임했다. 다음으로 38선 분할의 경우, 미국은 종전을 위한 군사전략과 소련의 팽창을 저지하려는 정치전략을 구사하였다. 미 철군의 사례는 미국의 군사전략상 철수가 감행되었지만, 남한의 체제보존과 미국의 위신유지라는 정치전략이 구사되었다는 것을 보여준다. 마지막으로 6·25전쟁의 경우, 미국은 군사적 승리를 위한 군사전략과 역시 남한의 체제보존이라는 정치적 목표를 위한 정치전략을 실행하였다. 국가는 대외전략을 추진할 때 전략적 사고를 견지한다. 미국의 한반도 전략도 마찬가지 일 것이다. 냉전초의 사례를 두 가지의 전략 차원으로 고찰한 시도를 냉전기간이나, 현재에도 적용하여 본다면 추후 미국의 대한반도 전략 파악에 큰 도움이 될 것이다. |

U.S. strategy toward the Korean peninsula at the beginning of the Cold war era can be clearly understood when seen from the perspective of military and political strategies. At the Yalta conference, the U.S. attended with a military strategy to win World War II, while its political strategy was to reorganize the world order. And the 38th parallel line was established as the division line on the Korean peninsula for the purpose of making contributions to U.S. military strategy to end the war, while stopping the expansion of the U.S.S.R’s political influence beyond the line. The withdrawal of military forces from Korea was an indicative of U.S. double approach that pursued its political strategy to maintain South Korea’s system and its prestige in South Korea, while reflecting its military strategy to end the war. Lastly, the Korean War can be viewed in the context of the U.S.’s double approach to achieving a military victory and a political goal to protect South Korea’s system. Nations implement their foreign strategy based on their strategic thinking. the same is true in the case of U.S. foreign strategy. Considering the conception of U.S. military and political strategies in the Cold War era and the Post-Cold War era, we can explore future U.S. strategies toward the Korean peninsula. |
