    While escalating its nuclear threat against South Korea since enactment of the "Nuclear Policy Act" in Sept. 2022 that justifies use of nuclear weapons against the South, the Pyongyang regime began to use the words "Republic of Korea" and "arch-en­emy" it never used before, and now threatens another war on the peninsula. Thus, South Korea should not deem it simple brag or bluff and needs to be best prepared against all possible scenarios. The Seoul government annually holds the Central Integrated Defense Council to check and develop the public-private integrated defense posture against provocation from the North. This year's meeting emphasized the establishment of an public-private-military-police integrated defense stance, and warned of possibility of the North's provocations such as border violation, drone penetration, dispersal of fake news, cyber attacks, and fomentation of confusion in rear areas, etc. for the purpose of intervening into the forth-coming parliamentary election in April.
